I feel, in a sense, you are absolutely correct, however, is it, "The Unconcious Brain?
Just a term coined by Jung, after all,...............what the fuck do we know?
Comforting, all-inclusive, theories/philosophies, reek of wishful thinking. The human capacity for self-delusion, is well documented. Understanding is very limited. Perception, it seems, is not. The unknown, does not, yield to rationality.

I like this comment by Don Juan:
The tonal doesn't know that decisions are in the realm of the nagual. When we think we decide, all we're doing is acknowledging that something beyond our understanding has set up the frame of our so-called decision, and all we do is to acquiesce.
Is that so?

I have a few issues with the article. The largest of which is the assumption that people dont make the best decisions consciously or unconsciously. People need to have all the info to make a perfect decision and that is almost never possible. Which is inferred in the paper,so people make the best decision possible with the information that they have. Which I think is the reason expanding awareness is so very important.
Galileo Galilei: "I do not feel obliged to believe that the same God who has endowed us with sense, reason, and intellect has intended us to forgo their use."
